Preheat oven to 350. Line 24 muffin tins with liners.
In a mixing bowl beat cake mix, water, oil, and eggs on low for 30 seconds. Increase speed to medium and beat for two minutes.
Fill prepared muffin tins 2/3 full with batter.
Bake for 12-17 minutes, until tops spring back when lightly touched in the center. Remove from oven and allow to cool completely on wire racks.
Pipe on frosting using Pillsbury Filled Pastry Bag.
Sprinkle on sprinkles, and enjoy.
